Quick answer

Tourists rarely need a police clearance certificate (PCC); it is mainly required for work, study, long-stay, residence and immigration applications. Indian citizens in India apply on the Passport Seva portal, pay ₹750, book a PSK or Post Office PSK slot and bring their passport and address proof. It is often issued within days, longer if police verification is needed. Most countries accept it for about six months.

Key takeaways

  • Short tourist visas almost never ask for a PCC; work permits, long-stay visas, residence permits and permanent residence usually do.
  • Passport Seva charges ₹750 for a PCC under the current fee list, paid online when you book.
  • If your present address matches your passport and records are clear, the PCC can be issued quickly; otherwise police verification comes first.
  • A PCC carries no printed expiry, but most embassies accept one issued within the last six months.
  • Check whether the destination wants the PCC addressed to it, apostilled, or issued by another authority as well.

What is a PCC?

A police clearance certificate is an official statement that, according to police records, there is nothing adverse against you in India. For Indian passport holders it is issued by the passport authority: the Regional Passport Office through Passport Seva in India, or the Indian embassy or consulate if you live abroad.

It is not the same as the character certificate or verification certificate that state police issue for jobs and tenancies. Embassies and immigration authorities almost always want the passport office's PCC.

When do you need one?

PurposePCC needed?
Short tourist or family visit visaAlmost never
Business visitor visaRarely
Student visaSometimes, depending on the country and course length
Work permit or employment visaUsually
Long-stay national visa or residence permitUsually
Permanent residence or immigrationYes, typically

Tourists can relax: Schengen, UK, US, Thailand, Dubai and other short-stay visas don't ask for it. If a consulate does, it appears on its checklist.

Immigration programmes ask for certificates from every country where you have lived for a set period. Canada, for example, asks for one from each country where you lived for six months or more in a row since turning 18, and Australia from each country where you spent 12 months or more in the last 10 years since turning 16. If you have lived abroad, you may need certificates from those countries too, such as one from ACRO in the UK.

How do you apply through Passport Seva?

  1. Log in to the Passport Seva portal and choose the option to apply for a police clearance certificate.
  2. Fill in your personal details, present address, passport details, and the purpose and country for which you need it.
  3. Pay ₹750 online and book a slot at a Passport Seva Kendra (PSK) or Post Office PSK covering your present address.
  4. Attend with your original passport and a self-attested copy of its first and last pages, plus proof of present address if it differs from the passport. Some offices also ask to see the job offer, admission letter or visa document behind the request, so carry it.
  5. Collect the PCC, at the centre or by post, once it is issued.

How long does it take?

It depends on whether police verification is needed:

  • Present address matches your passport and records are clear: the PCC is often issued on the day or within a few working days.
  • Address differs, or the office wants fresh verification: the police visit your address and report first. This usually adds one to three weeks, depending on your state and city.
  • An old or pending criminal matter: the PCC may be delayed or withheld; take legal advice before you apply.

Book the PSK appointment early. As with passports, the appointment is often the slowest part.

How long is a PCC valid?

A PCC carries no printed expiry date. Each country sets its own window, and most accept a certificate issued within the last six months. Some are stricter. Time the application so the PCC is fresh when you file the visa or immigration application, not months before.

Does it need an apostille or attestation?

Sometimes. Countries that belong to the Hague Apostille Convention may want the PCC apostilled by the Ministry of External Affairs, which works through authorised outsourced agencies. Others want attestation by their own embassy in India. Check the destination's checklist before you collect the PCC.

What if you live abroad?

Indian citizens living overseas apply through the Indian embassy or consulate in their country of residence, usually via its outsourced service centre. The mission may refer the case to the passport office in India that issued your passport, so it can take several weeks.

Is a PCC the same as emigration clearance?

No. If your passport carries an ECR (emigration check required) endorsement and you are going for employment to one of the countries notified under the Emigration Act, mostly in the Gulf, you also need emigration clearance from the Protector of Emigrants, applied for through the eMigrate portal. That is separate from the PCC an employer or embassy may ask for. Non-ECR passport holders, including anyone who has passed Class 10, don't need emigration clearance. See ECR and non-ECR.

Which documents should you bring to the PSK?

  • The appointment confirmation and payment receipt
  • Your original passport and a self-attested copy of the first and last pages
  • Proof of present address, if it differs from the passport: Aadhaar, a recent utility bill or a registered rent agreement
  • The document that explains the purpose, such as a job offer, admission letter or the embassy's checklist
  • For married applicants whose passport doesn't show the spouse's name, a marriage certificate if the PCC is for a spouse or family visa

What usually goes wrong?

  • Address mismatch. If you have moved since your passport was issued, expect police verification. Updating the passport address first through a reissue sometimes simplifies matters; see our passport renewal guide.
  • Name differences. The name on the PCC follows your passport. If your visa forms use a different spelling, fix it at the source.
  • Applying too early. A PCC from eight months ago may be refused as stale.
  • Wrong country. If the PCC names the country it is for, make sure it is the right one.

Ask for the PCC only once you know when the visa or immigration file will be lodged. A certificate issued within a few weeks of submission avoids a second ₹750 fee and a second trip to the PSK.

For work and long-stay visas, our visa assistance team can line up the PCC, apostille and visa appointment in the right order. Visa basics for the main destinations are on our UK and Canada pages.

Frequently asked questions

Do I need a police clearance certificate for a tourist visa?
Almost never. Short-stay tourist and family visit visas for the Schengen area, UK, US, Dubai, Thailand and most other countries don't ask for one. PCCs are mainly for work permits, long-stay visas, residence permits and immigration. If a consulate wants one for your visa, it will appear on its official checklist.
How much does a PCC cost in India?
Passport Seva charges ₹750 for a police clearance certificate under the current fee list, paid online when you book the PSK or Post Office PSK appointment. Older articles quoting ₹500 refer to the previous fee list. Abroad, Indian missions charge their own fee in local currency, often with a service charge on top.
How long does it take to get a PCC?
If your present address matches the one in your passport and there is nothing adverse on record, a PCC is often issued the same day or within a few working days of the PSK visit. If police verification is needed, for example after a change of address, expect one to three weeks more, depending on your state.
How long is a PCC valid?
It has no printed expiry date, but most countries accept a PCC issued within the last six months, and some set shorter windows. Check the destination's rules and time your application so the certificate is recent when you submit the visa or immigration file.
Can I get a PCC at a Post Office Passport Seva Kendra?
Yes. Post Office Passport Seva Kendras handle police clearance certificates as well as passports, with the same fee and process. They often have shorter queues than city PSKs. Book the slot through the Passport Seva portal and choose the centre covering your present address.
Can I apply for an Indian PCC while living abroad?
Yes. Indian citizens living abroad apply through the Indian embassy or consulate in their country of residence, usually through its outsourced service centre. The mission may check with the passport office in India that issued your passport, so allow several weeks. Your country of residence may also require its own police certificate.
