Definition

ECR means Emigration Check Required: holders need clearance from the Protector of Emigrants before taking up a job in 18 specified countries, mostly in the Gulf. ECNR (Emigration Check Not Required) covers everyone else. Neither affects tourist travel.

Who gets an ECR passport?

ECR status applies mainly to Indians who have not passed Class 10. If you passed matriculation, pay income tax, or fall under another exempt category, your passport is ECNR by default. Modern passports don't print ECNR at all; only ECR passports carry an endorsement, so a passport with no mention is ECNR.

The 18 ECR countries

Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, South Sudan, Sudan, Syria, Thailand, UAE and Yemen.

Does ECR affect a holiday?

No. ECR rules apply only when you travel for employment to one of these countries. Someone with an ECR passport can fly to Dubai, Bangkok or Bali on a tourist visa without emigration clearance. Immigration at the Indian airport may ask for a return ticket, hotel booking and the tourist visa to confirm it is a holiday, so keep printouts in hand.

Example

A Lucknow family takes a 30-year-old cousin, who left school after Class 8, to Dubai for a week. His passport carries the ECR endorsement. He needs the same tourist visa as everyone else. At Lucknow airport, the officer sees the return ticket and tourist visa and lets him through. No registration on the eMigrate portal is needed.

Removing ECR

If you later pass Class 10 or qualify under an exempt category, you can apply for passport re-issue with the supporting document to have the ECR endorsement removed. Use the re-issue to fix anything else too, such as a full booklet or low validity.

Emigration clearance for jobs abroad runs through the Ministry of External Affairs' eMigrate system. For tourist visas, see our visa hub.
