Quick answer
Stay around Fountain Square or Nizami Street for the best mix of price, restaurants and walking access to the Old City and Boulevard. The Old City suits couples who want boutique character, the Boulevard and Port Baku have the sea-view 4★ and 5★ hotels, and the 28 May station area is cheapest. Avoid outlying districts on a short trip.

Which is the best area to stay in Baku?
For most Indian travellers, Fountain Square and Nizami Street is the best base. You can walk to the Old City in five minutes and to the seafront Boulevard in ten, restaurants stay open late, and there are Indian restaurants within a short walk. It suits families, groups and first-timers.
Baku's centre is compact. The Old City, Fountain Square and the Boulevard form a triangle you can cover on foot, and Bolt taxis are cheap for anything further, including Highland Park and the Heydar Aliyev Center.
How do the areas compare?
The Old City is the most atmospheric, with boutique hotels in restored stone houses, but cars cannot reach many lanes and rooms are small. The Boulevard has newer 4★ hotels with sea views and room for children to run. Port Baku and the Flame Towers area hold the 5★ hotels, ideal for honeymoons. The 28 May station area is cheapest but plainer.
Airport and practical points
Heydar Aliyev International Airport is about 25–35 minutes from the centre by car. A pre-booked transfer is easiest after a late arrival; Bolt also works from the airport.
- Ask Old City hotels where the car drop-off point is before you arrive.
- Rooms facing Fountain Square can be noisy until late.
- Book early around the Formula 1 race weekend, held in September in recent seasons, when rates spike.
Most Baku hotels include breakfast with bread, cheese, eggs, fruit and honey, an easy vegetarian start to the day.
